I think it's a preset filter on g'mic! You could try that if the extra space is a bother.
I was confused for a bit and looked around. Turns out my Krita didn't load G'MIC properly and I didn't even know it was there the whole time! Got it to pop up with a bit of tinkering and boy howdy is that a lot of filters

Yep! With a bit of blur on top of that, I like the faux-nostalgic look it has.
I want to do minor screen distortion as well, but I still haven't found a way to do that via krita filters without adding 10MB of data.
